Summary:

ORDINANCE appropriating $2,500,000.00 out of Water & Sewer System Consolidated Construction Fund; approving and authorizing Interlocal Agreement between City of Houston and COASTAL WATER AUTHORITY to complete the Lake Houston Dam Spillway Improvements for Houston Public Works; providing a maximum contract amount; containing provisions relating to the subject - DISTRICT E - FLICKINGER

Background:

 

RECOMMENDATION:

Adopt an ordinance authorizing an Interlocal Agreement between the City of Houston and Coastal Water Authority to complete the Lake Houston Dam Spillway Improvements - voids and leak repair project and appropriate funds. 

 

SPECIFIC EXPLANATION:

Ordinance No. 2023-0732 approved by City Council on September 6, 2023 authorized the submission of a grant application to the Texas Division of Emergency Management for funding in the amount of $7.5 million from the Federal Emergency Management Agency (FEMA) Legislative Pre-Disaster Management (L-PDM) program for improvements to the Lake Houston Dam. FEMA has awarded funding for the project which was accepted by City Council via adoption of Ordinance No. 2024-0319 on May 8th, 2024. The City's local match is $2.5 million.

 

The City of Houston currently contracts with the Coastal Water Authority (CWA) to operate the Lake Houston Dam. The proposed new Interlocal Agreement (ILA) defines terms between the City and CWA for the management of the federally funded project. The project consists of design, permitting and construction to repair voids and leaks extending the useful life of the dam while protecting it from failure. With oversight from the City, CWA will be required to implement the project in accordance with federal requirements and terms for reimbursement of incurred costs eligible under the L-PDM grant. CWA will be responsible for procuring federally compliant contracts for services such as surveys, inspections, design, permitting and construction work.

 

CWA will be reimbursed for eligible expenses not to exceed $10,000,000.00. The Federal cost share for the project will be $7,500,00.00 or 75% of the total project cost, and the local cost share will be $2,500,000.00 or 25% of the total project cost. Appropriation of the local share is requested at this time.

 

FISCAL NOTE: No significant fiscal operating impact is anticipated as a result of this project.
