Summary:

ORDINANCE appropriating $9,462,700.00 out of Water & Sewer System Consolidated Construction Fund; approving and authorizing Professional Engineering Services Contract between City of Houston and FIVENGINEERING, LLC for Northbelt Wastewater Treatment Plant Improvements and Expansion Project; providing funding for CIP Cost Recovery relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund

Background:

SUBJECT: Professional Engineering Services Contract between the City and Fivengineering, LLC for Northbelt Wastewater Treatment Plant Improvements and Expansion Project.

 

RECOMMENDATION:  An ordinance approving a Professional Engineering Services Contract with Fivengineering, LLC for Northbelt Wastewater Treatment Plant Improvements and Expansion Project and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: This project is part of the Capital Improvement Plan (CIP) for wastewater treatment plant facilities and is required to provide improvements to ensure regulatory compliance.
 
The work to be performed under this contract award is necessary to maintain compliance with Houston's wastewater consent decree with the EPA and TCEQ.

 

DESCRIPTION/SCOPE: This project consists of the design of electrical, mechanical, structural, and processing piping improvements.


LOCATION: This project is located at 14506 Smith Rd, Humble Texas 77396.

 

SCOPE OF CONTRACT AND FEE: Under the scope of the Contract, the Consultant will perform Phase I - Preliminary Design, Phase II – Final Design, Phase III - Construction Phase Services and Additional Services. Basic Services Fee for Phase I is based on the cost of time and materials with a not-to-exceed agreed-upon amount. The Basic Services Fees for Phase II and Phase III are based on a negotiated lump sum amount. The total Basic Services appropriation is $6,824,193.57.

 

The Contract also includes certain Additional Services to be paid either as a lump sum or on a reimbursable basis. The total Additional Services appropriation is $2,187,924.50.

 

The negotiated maximum for Phase I Services is $765,379.16.

 

The total cost of this project is $9,462,700.00 to be appropriated as follows: $9,012,118.07 for Contract services and $450,581.93 for CIP Cost Recovery.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.

 

M/WBE PARTICIPATION: The standard M/WBE goal set for the project is 26.00%. The Consultant has proposed a 27.71% MWBE plan to meet the goal.
