Background:

P40-1046449889 - Approve the purchase of a Homicide Command Post vehicle from Chastang Enterprises-Houston, LLC dba Chastang Ford through the Cooperative Purchasing Program with the Houston-Galveston Area Council (“HGAC”) in the total amount of $139,475.00, for the Fleet Management Department on behalf of the Houston Police Department.

 

Specific Explanation:

The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the purchase of a custom-built Homicide Command Post vehicle through the Cooperative Purchasing Program with the Houston-Galveston Area Council (“HGAC”) in the total amount of $139,475.00, for the Houston Police Department (HPD), and that authorization be given to issue a purchase order to the HGAC vendor Chastang Enterprises-Houston, LLC dba Chastang Ford.

 

This specialized vehicle has been vetted and approved by the Fleet Management Department and is designated to support the operations of the HPD Homicide Division. Serving as a centralized and mobile headquarters during homicide investigations, it is equipped with cutting-edge communication systems, forensic tools, and surveillance equipment. This command post vehicle will enable investigators to efficiently coordinate efforts, collect and analyze evidence, conduct interviews, and manage resources on-site, enhancing the thoroughness and coordination of responses to homicide cases.

 

This recommendation is made pursuant to subsection 271.102(c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services”.

 

MWBE Subcontracting:

M/WBE Zero Percentage goal document approved by the Office of Business Opportunity.

 

Hire Houston First:

This procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing agreement for this purchase.

 

Fiscal Note:

No significant Fiscal Operating impact is anticipated as a result of this project.
