Summary:

ORDINANCE appropriating $136,500.00 out of Metro Projects Construction DDSRF; approving and authorizing Interlocal Agreement among City of Houston, Texas, SAINT GEORGE PLACE REDEVELOPMENT AUTHORITY, and REINVESTMENT ZONE NUMBER ONE, City of Houston, Texas, for construction of sidewalks along the Bering Ditch between Windswept Lane and Beverly Hill Street to improve access to Pilgrim Academy and Wisdom High School under the Safe Routes to School Project - DISTRICT J - POLLARD

Background:

SUBJECT: Interlocal Agreement between the City of Houston (City), Saint George Place Redevelopment Authority (Authority), and Reinvestment Zone Number One (Zone), for Pilgrim Academy and Wisdom High School Safe Routes to School Projects.

 

RECOMMENDATION: Adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston (City), Saint George Place Redevelopment Authority (Authority), and Reinvestment Zone Number One (Zone) for Pilgrim Academy and Wisdom High School Safe Routes to School Projects and appropriate funds.

 

LOCATION: The project location along Bering Ditch is generally bound by Windswept Lane to the north, Fountain View Drive to the east, Westpark Drive to the south, and Hillcroft Avenue to the west.

 

The project location at the intersection of Fairdale Lane and Fountain View Drive is generally bound by Winsome Lane to the north, Bering Drive to the east, Richmond Avenue to the south, and Greenridge Drive to the west.

 

SCOPE OF THE AGREEMENT AND FEE:  The agreement between the City, Authority, and Zone consists of the design and construction of a sidewalk along Bering Ditch from Windswept Lane to Westpark Drive. It also involves pedestrian safety improvements at the intersection of Fairdale Lane and Fountain View Drive.  

 

The total estimated project cost of the proposed improvements is $441,705.00. Per the agreement, the City will reimburse the Authority up to $130,000.00 of costs incurred by the Authority.  Funds will be provided by District J's Council District Service Funds (CDSF) upon project completion.

 

The total requested amount of $136,500.00 is to be appropriated as follows:  $130,000.00 for cost of the project and $6,500.00 for CIP Cost Recovery.  The appropriation for CIP Cost Recovery is necessary to fund project management costs but will not be charged to CDSF.

FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
