Summary:
The City of Houston desires to contract with Harris County Constable Precinct 1 (“HCECU”) under the provisions of Chapter 791 of the Texas Local Government Code for the purpose of providing targeted law enforcement to reduce illegal dumping.
In March 2023, Mayor Turner launched the One Clean Houston campaign to combat illegal dumping. The One Clean Houston program identified the need for improved illegal dumping enforcement through partnerships with outside law enforcement agencies. HCECU is the County’s primary law enforcement agency for illegal dumping and currently operates a camera enforcement program, funded in part by the City of Houston. The City seeks to contract with HCECU to provide 6 dedicated investigators per year over a two-year term at a cost of $110,900 per investigator (total $665,400/year or $1,265,400 over two-year term). The City also seeks to fund 120 covert cameras at a cost of $600,000 to aid in HCECU’s investigative efforts. Funding will come from Federal Coronavirus Local Fiscal Recovery Fund (CLFRF).
With this added enforcement and other strategies being deployed as part of One Clean Houston, the City intends to increase enforcement of illegal dumping violations to aid in the pandemic recovery and improve quality of life in neighborhoods disproportionately impacted by COVID-19.
