ORDINANCE approving Third Amended Project Plan and Reinvestment Zone Financing Plan for REINVESTMENT ZONE NUMBER TWENTY-FOUR, CITY OF HOUSTON, TEXAS (GREATER HOUSTON ZONE); authorizing the City Secretary to distribute such Plan - DISTRICTS D - EVANS-SHABAZZ; H - CISNEROS; I - GALLEGOS and K - CASTEX-TATUM

On October 23, 2023, the Board of Directors for Reinvestment Zone Number Twenty-Four (Greater Houston Zone) considered and approved the proposed Third Amended Project Plan and Reinvestment Zone Financing Plan (the “Amended Plan”) and submitted the Amended Plan to City Council for consideration.

The Amended Plan adds affordable housing and Harris County projects costs of $100,000,000 to support the goals of the County’s 10-year Affordable Housing strategy along with identifying short-term and long-term capital improvements recommended in an engineering study commissioned by the Harris County Redevelopment Authority. The study included improvements to water, wastewater, storm, paving and intersection improvements in the Zone that will assist in the development and redevelopment of vacant and underdeveloped land.

The Amended plan includes no changes to City-approved project cost categories.

The proposed changes to the Greater Houston Zone Project Plan were presented to the Economic Development Committee on October 18, 2023. On October 31, 2023, the Harris County Commissioners Court considered and approved the Amended Plan.

Pursuant to Chapter 311 of the Texas Tax Code Sections 311.003, 311.007 and 311.011, a public hearing was held on December 6, 2023 regarding the Amended Plan. Accordingly, the Administration recommends that City Council approve the Third Amendment to the Project Plan and Reinvestment Zone Financing Plan for the Zone.
