E33104 - Approve the purchase of hybrid Ford Maverick crew cabs XLT FWD vehicles through the Cooperative Purchasing Program with The Interlocal Purchasing System (“TIPS”) in the total amount of $1,016,115.50, for the Fleet Management Department on behalf of Various Departments.
Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve the purchase of thirty-four (34), hybrid Ford Maverick 2024 Crew Cab XLT FWD vehicles through the Cooperative Purchasing Program with the Interlocal Purchasing System (“TIPS”) in the total amount of $1,016,115.50, for the Houston Police, Administration and Regulatory Affairs, Solid Waste Management and Housing and Community Development departments, and that authorization be given to issue a purchase order to the TIPS vendor, Silsbee Ford Inc. These vehicles will be used by Departments personnel to provide services to citizens throughout the city. The funding for these vehicles is included in the FY2024 Capital Improvement Plan.
These vehicles have been vetted and approved by the Fleet Management Department and will replace vehicles that have reached the end of their useful life. The hybrid technology integrated into these vehicles is designed to reduce fuel consumption and emissions as compared to the vehicles being replaced. This procurement supports the Houston Climate Action Plan. These vehicles carry a 3 year/36,000-mile bumper-to-bumper warranty as well as a 5 year/60,000-mile powertrain warranty.
This recommendation is made pursuant to subsection 271.102{c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services."

M/WBE Zero Percentage Goal Document approved by the Office of Business Opportunity.
Hire Houston First:
This procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an interlocal or Cooperative Purchasing agreement for this purchase.
Fiscal Note:
• No significant Fiscal Operating impact is anticipated as a result of this project.
• No Fiscal Note required for grant items.
