P34-T29179.A1 – Approve an ordinance authorizing an additional appropriation of $14,054,610.00 out of the Water and Sewer System Consolidated Construction Fund (8500) and $2,000,000.00 out of the Dedicated Drainage and Street Renewal Capital Fund – Drainage Charge (4042), for an existing contract with Sensus USA, Inc., in the maximum contract amount of $38,038,976.95 and amending Ordinance Number 2020-992, (passed November 18, 2020) for the installation of an Advanced Metering Infrastructure (AMI) system for Houston Public Works.
Specific Explanation:
The Chief Operating Officer of Houston Public Works (HPW) and the Chief Procurement Officer recommend that City Council authorize an additional appropriation of $16,054,610.00 out of the Water and Sewer System Consolidated Construction Fund and Dedicated Drainage and Street Renewal Capital Fund – Drainage Charge for an existing contract with Sensus USA, Inc., authorized by City Council under Ordinance No. 2020-992, for the installation of the Advanced Metering Infrastructure (AMI) system.
The contract was awarded on November 18, 2020, by Ordinance No. 2020-992 for a ten (10) year term, in the amount not to exceed $38,038,976.95 with an initial funding amount of $18,592,348.99. The contract term is from November 20, 2020, through November 20, 2030. Expenditures as of August 21, 2024, totaled $18,483,598.99.
The scope of work requires the contractor to provide all tools, materials, equipment, labor, training, and supervision necessary for the Sensus AMI network and Software as a Service (SaaS). Software maintenance and upgrades are covered under the terms of the SaaS service agreement. Installation of the individual meter reading devices/infrastructure will be completed by HPW field personnel and/or contractors. This service, which the Texas Commission on Environmental Quality (TCEQ) and Environmental Protection Agency (EPA) require, minimizes the risk of loss of life and property due to flooding during extreme weather events.
The Department will also purchase equipment and services included in the contract with Sensus USA Inc. to implement a flood monitoring system that leverages the communications platform deployed as part of the advanced metering infrastructure system. This work builds upon a successful pilot deployment conducted in 2022.
MWBE Participation:
The contract was awarded a 1.9% MWBE goal participation level. Sensus USA Inc. is currently attaining 5.4% as of August 21,2024. The Office of Business Opportunity will continue to monitor the goal progress.
Fiscal Note:
No significant Fiscal Operating impact is anticipated as a result of this project.
