SUBJECT: Accept Work for Wastewater Collection System Rehabilitation and Renewal.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final contract amount of $4,132,568.51 or 2.15% under the original contract amount, accept the work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Neighborhood Sewer Rehabilitation Program and was required to meet renew/replace various deteriorated neighborhood collection systems throughout the City. The purpose was to reduce sanitary sewer overflows, which is accomplished by renewal/rehabilitation of deteriorated collection systems.
DESCRIPTION/SCOPE: This project consisted of wastewater collection system rehabilitation and renewal. The project was awarded to Texas Pride Utilities, LLC, with 540 calendar days allowed for construction and an original contract amount of $4,223,262.00.
LOCATION: The projects are located throughout the City of Houston.
CONTRACT COMPLETION AND COST: The contractor, Texas Pride Utilities, LLC, has completed the work under the subject contract. The project was completed beyond the established completion date with an additional 300 days approved by Change Orders Nos. 4, 8, 9, and 11. The final cost of the project, including overrun and underrun of estimated unit price quantities is $4,132,568.51, a decrease of $90,693.49 or 2.15% under the original contract amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for the project were 12.94% MBE and 8.72% WBE (21.66% total). The M/WBE goals approved for this project were 12.95% MBE and 8.76% WBE (21.71% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 12.79% MBE and 14.02% WBE (26.81% total). The standard for meeting MWBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s MWBE performance on this project was rated Satisfactory for the following reasons: The Texas Pride Utilities Limited Liability exceeded the WBE goal and met the MBE goal. For the reasons listed, the Contractor’s performance exceeded our expectations and meets the intent and the spirit of the City’s MWBE program.
