SUBJECT: Accept Work for Wastewater Collection System Rehabilitation and Renewal.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final contract amount of $5,169,264.48 or 3.57% under the original contract amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Neighborhood Sewer Rehabilitation Program required to renew/replace various deteriorated neighborhood collection systems throughout the City. The project involved wastewater collection system rehabilitation and renewal. The purpose was to reduce sanitary sewer overflows, which was accomplished by renewal/rehabilitation of deteriorated collection systems.
DESCRIPTION/SCOPE: This project consisted of wastewater collection system rehabilitation and renewal. The project was awarded to PM Construction & Rehab, LLC dba IPR South Central, with 730 calendar days allowed for construction and an original contract amount of $5,360,612.84.
LOCATION: The projects are located throughout the City of Houston.
CONTRACT COMPLETION AND COST: The contractor, PM Construction & Rehab, LLC dba IPR South Central, has completed the work under the subject contract. The project was completed beyond the established completion date with an additional 90 days approved by Change Order No. 2. The final cost of the project, including overrun and underrun of estimated unit price quantities is $5,169,264.48, a decrease of $191,348.36 or 3.57% under the original contract amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for the project were 19.44% MBE and 9.17% WBE (28.61% total). The M/WBE goals approved for this project were 19.44% MBE and 9.17% WBE (28.61% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 19.75% MBE and 8.46% WBE (28.21% total). The standard for meeting MWSBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s M/WBE performance on this project was rated Satisfactory for the following reasons: The Prime exceeded the MBE goal, was less than one percent of achieving their WBE goal, and made GFE to utilize all goal credit subcontractors for this project. For the reasons listed, the Contractor’s performance met our expectations and meets the intent and spirit of the City’s MWSBE program.
