SUBJECT: Professional Engineering Services Contract between the City and WJ International Environmental Services Inc. for Work Order Engineering Services for Various Wastewater Treatment Plant Improvements.
RECOMMENDATION: An ordinance approving a Professional Engineering Services contract with WJ International Environmental Services Inc. for Work Order Engineering Services for Various Wastewater Treatment Plant Improvements and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the city’s ongoing program that is required to improve inefficient components of existing wastewater treatment plants and sewer collection system. The work to be performed under this contract award is necessary to maintain compliance with Houston's wastewater consent decree with EPA and TCEQ.
DESCRIPTION/SCOPE: This project consists of preparation of complete design packages for improvements to the various wastewater treatment plants located throughout the City of Houston. The project(s) will be initiated through a work order process that will include a specific and well-defined scope of work. Aspects of project management and technical support that will be required may include Consent Decree assistance, emergency response and disaster recovery assistance.
LOCATION: The projects are located throughout the City of Houston.
SCOPE OF CONTRACT AND FEE: Under the scope of the Contract, the Consultant will perform Phase I – Preliminary Design, Phase II – Final Design, Phase III – Construction Phase Services, and Additional Services. Basic Services Fee for Phase I is based on cost of time and materials with a not-to-exceed agreed upon amount. The Basic Services fees for Phase II and Phase III are based on a negotiated lump sum amount. The total Basic Services appropriation is $3,000,000.00.
Any assignment may include certain Additional Services to be paid either as lump sum or on a reimbursable basis as part of that assignment. As a result, no special appropriation for Additional Services is included.
The total cost of this project is $3,150,000.00 to be appropriated as follows: $3,000,000.00 for Contract services and $150,000.00 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City Contractors. In this case, the Contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal for the project is 26.00%. The Consultant has proposed the following firms to achieve this goal.
