Specific Explanation:
The Director of Houston Public Works and the Chief Procurement Officer recommend that City Council approve an ordinance awarding a one-year contract with two one-year options to MPACT Strategic Consulting, LLC for the total amount not to exceed $249,997.50 for Staff Augmentation Contract Compliance Monitoring Services for construction projects for Houston Public Works.
The Scope of Work requires the contractor to provide contract compliance monitoring services as per the guidelines and procedures set forth by Houston Public Works. They will assist and train contractors and subcontractors on the use of LCPTracker compliance tool for prevailing wage and weekly payroll submission and reporting. They will provide training for contractors and subcontractors as needed to achieve prevailing wage compliance. They will support and advice regarding any inquiries for information. They will also provide technical assistance with discrepancies or issues found on prevailing wage compliance.
This recommendation is made pursuant to section 252.022(a)(4) of the Texas Local Government Code, which provides that "a procurement for personal, professional, or planning services" is exempt from the competitive requirements for purchases.

Pay or Play Program:
