Sole Source for E29745.A1 – Approve an ordinance amending to ordinance No. 2022-0250 (approved April 6, 2022) to increase the maximum contract amount from $1,454,583.00 to $1,674,033.00 for the contract 4600017191 between the City of Houston and Smarking, Inc. for the parking business intelligence system.
Specific Explanation:
The Director of the Administration and Regulatory Affairs Department (ARA) and the Chief Procurement Officer recommend that City Council approve an amending ordinance to increase the maximum contract amount from $1,454,583.00 to $1,674,033.00 for the contract between the City of Houston and Smarking, Inc. for the parking business intelligence system.
This contract was awarded on April 5, 2022, by Ordinance No. 2022-0250, for a three-year term, with two (2) one-year options for a maximum contract amount of $1,454,583.00. Expenditures as of October 27, 2023, totaled $884,449.00.
The additional funding of $219,450.00 will allow ARA to add a dynamic heat map feature to the existing services provided by Smarking, Inc. This additional feature will allow Smarking, Inc. to collect, display, and analyze real-time meter occupancy data using heat maps to develop a public facing mapping tool. This project will give the public access to a map displaying real-time parking occupancy through the ParkHouston website, allowing informed parking decisions to be made prior to arriving to a destination. Smarking, Inc. will develop an internal-facing mapping feature that will ingest and clean license plate recognition (LPR) data on up-to a quarterly basis. This tool will also study occupancy trends of meters during non-paid hours, allowing the ParkHouston team to make data-informed decisions.
The scope of work requires Smarking, Inc. to provide all supervision, labor, materials, equipment and transportation necessary to host an internet-based parking business intelligence system that integrates parking meter transactions, payment and LPR data, and information from other databases, as determined by the ARA director, into a unified, comprehensive and cost-effective user-oriented system. Smarking, Inc. is required to ensure 99% uptime of the systems and provide database redundancy and disaster recovery/mitigation.
This recommendation is made pursuant to subsection 252.022(a)(7) of the Texas Local Government Code, which provides that "a procurement of items that are available from only one source..." is exempt from the competitive requirements for purchases.
