RECOMMENDATION: Approve the First Amendment to the Professional Engineering Services Contract with Integrated Management Services dba IMS Engineers, Inc., and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the Neighborhood Sewer Systems Improvements program.
DESCRIPTION/SCOPE: This project consists of the evaluation and design of various neighborhood sewer systems, including the upgrading, rehabilitation, and replacement of sewer systems.

PREVIOUS HISTORY AND SCOPE: City Council approved the original contract on March 23, 2016, under Ordinance No. 2016-0206. The scope of services under the original contract consisted of Phase I-Preliminary Design, Phase II - Final Design, Phase Ill - Construction Phase Services and Additional Services. Under this contract, the Consultant has accomplished Phase I.
SCOPE OF THIS AMENDMENT AND FEE: Under the scope of the First Amendment, two additional locations, Deer Ridge Estates and Sanitary Sewer Basin FCP01, will be added to the original scope for upgrading, rehabilitation, and replacement of neighborhood sewer systems. A fee of $266,500.00 is budgeted for Basic Services and $286,050.00 for Additional Services.
The total requested appropriation is $580,178.00 to be appropriated as follows: $552,550.00 for contract services and $27,628.00 for CIP Cost Recovery.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City Contractors. In this case, the Contractor provides health benefits to eligible employees in compliance with City policy.
M/WBE PARTICIPATION: The M/WBE goal established for this project is 26.30%. The original contract amount totals $1,744,922.00. The Consultant has been paid $1,026,341.00 (58.82%). Of this amount, $174,744.00 (17.03%) has been paid to M/WBE sub-contractors to date. Assuming approval of the requested additional appropriation, the contract amount will increase to $2,297,472.00. The Consultant proposes the following plan to meet the M/WBE goal.
