SUBJECT: Accept Work for FY2021 Citywide Asphalt Overlay Rehabilitation #1.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $1,325,991.74, or 5.02% under the original Contract Amount, accept the Work and authorize final payment.
LOCATION: The project consisted of six different locations.
PROJECT NOTICE/JUSTIFICATION: This project was part of the continual Transportation & Drainage Operations program required to improve and maintain a safe road surface and accessibility, and to prolong the life of the roadway.
DESCRIPTION/SCOPE: This project consisted of providing construction services to resolve localized street and pavement problems. The scope was established by each work authorization. The original Contract duration for this project was 730 calendar days. The project was awarded to Main Lane Industries, Ltd. with an original Contract Amount of $1,396,049.00.
CONTRACT COMPLETION AND COST: The Contractor, Main Lane Industries, Ltd., has completed the work under the subject Contract. The project was completed within the original Contract time. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No. 1 is $1,325,991.74, a decrease of $70,057.26 or 5.02% under the original Contract Amount . The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised MWBE contract goals for this project were 11.00% MBE and 7.00% WBE (18% total). The MWSBE goals approved for this project were 11.00% MBE, 3.00% WBE, and 4.00% SBE (18% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 3.40% MBE, 12.51% WBE and 6.93% SBE (22.84% total). However, due to the cap on SBE attainment, only 4% of the 6.93% SBE will count towards goal credit. The contractor's MWSBE performance on this project was rated Satisfactory due to Good Faith Efforts for the following reasons: The prime was able to exceed the WBE goal, meet the SBE goal, and made good faith efforts to achieve the MBE goal while utilizing all goal credit subcontractors to the extent possible. For the reasons listed, your firm’s performance meets the intent and the spirit of the City of Houston's MWSBE program.
