Summary:

ORDINANCE annexing to the City of Houston, Texas, for limited purposes, a certain areas located within the HARRIS COUNTY MUNICIPAL UTILITY DISTRICT NO. 285 and certain territory located in the vicinity of said District, in Harris County, Texas; containing findings and other provisions relating to the foregoing subject; imposing the sales and use tax of the City in the areas annexed in said District; assigning the annexed areas to adjacent current City’s Council District from which a Council Member is elected until such time as the District boundaries are re-drawn pursuant to the City’s Charter - DISTRICT E - MARTIN

Background:

The Planning and Development Department has negotiated a Strategic Partnership Agreement (SPA) between the City of Houston and the utility district listed below.

 

Amendment to existing Agreements:

 

  •  Harris County MUD No. 285

 

This agreement requires public notice, and the two public hearings that were held on November 8 and November 15, 2023.

 

For this District, the City will amend the existing SPAs and annex additional territory for limited purposes. In this area, one percent sales tax will be levied, which the City will divide evenly with the District. There are at present, no residents in the tracts to be annexed for limited purposes.

 

Also, for this District, there is no territory outside the District boundary to be included in the limited purpose annexation and hence the City is not required to provide any services. If approved, sales tax collections will begin on April 1, 2024.

 

For the SPA amendment where territory has been annexed, Council District assignment of the newly annexed areas is detailed on the accompanying SPA Precinct Memorandum.
