SUBJECT: Accept Work for Wastewater Collection System Rehabilitation and Renewal.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final contract amount of $1,927,473.79 or 2.34% over the original contract amount, accept the work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Neighborhood Sewer Rehabilitation program and was required to renew/replace various deteriorated neighborhood collection systems throughout the City. The project involved wastewater collection system rehabilitation and renewal. The purpose was to reduce sanitary sewer overflows, which was accomplished by renewal/rehabilitation of deteriorated collection systems.
DESCRIPTION/SCOPE: This project consisted of wastewater point repairs, pipe replacement, and pipe bursting. The project was awarded to PM Construction & Rehab, LLC dba IPR South Central with 730 calendar days allowed for construction and an original contract amount of $1,883,355.38.
LOCATION: The projects are located throughout the City of Houston.
CONTRACT COMPLETION AND COST: The contractor, PM Construction & Rehab, LLC dba IPR South Central, has completed the work under the subject contract. The project was completed within the original contract time. The final cost of the project, including overrun and underrun of estimated unit price quantities is $1,927,473.79, an increase of $44,118.41 or 2.34% over the original contract amount and under the 5% contingency amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 19.44% MBE and 9.17% WBE (28.61% total). The M/WBE goals approved for this project were 19.44% MBE and 9.17% WBE (28.61% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 22.52% MBE and 9.44% WBE (31.96% total). The standard for meeting M/WBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s M/WBE performance on this project was rated Satisfactory for the following reasons: PM Construction & Rehab, LLC exceeded the MBE and WBE goals, and made good faith efforts to utilize all goal credit subcontractors on the project. For the reasons listed, the Contractor’s performance meets the intent and spirit of the City’s MWSBE program.
