Specifications Explanation:
The Director of the Houston Public Works and the Chief Procurement Officer recommend that City Council approve various awards, as shown below, in the total amount of $2,822,851.74 for various types/sizes of pumps and related equipment for the Houston Public Works and that authorization be given to issue purchase orders to below listed contractors.
This purchase consists of twenty-three various sizes, pumps, and motors that HPW crew will use to conduct the necessary repairs at the designated plants and facilities. The various types and sizes of pumps and motors will come with a one-year warranty and the life expectancy is 10-15 years. The existing pumps will be dismantled, and all salvageable components will be inventoried to repair comparable pumps. These pumps will be used to move sludge and wastewater at various City of Houston’s Wastewater Plants.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Eight (8) prospective bidders downloaded the solicitation document from SPD’s e-bidding website and eight (8) bids were received as detailed below:
Hahn Equipment Co.: Award on its sole bid for Bid Items 14, 19, 23, 25, 29, 31 and 32 and on its bid for Bid Items Nos. 15, 16, 17, 18, 20, 21, 22, 24, 26, 27 and 28, (Flygt submersible wastewater lift and sewage pumps) in a total amount not to exceed $1,999,476.00.

Pump Solutions, Inc.: Award on its sole bid for Bid Items Nos. 2 and 30, (KSB sludge wasting and sewage electrical pumps) in an amount not to exceed $256,987.00.
Xylem Incorporated: Award on its sole bid for Bid Item No. 1, (Godwinn suction and discharge electrical pump) in an amount not to exceed $17,733.74.
No Award: Bid Items 4, 6, 7, 8, 9, 10, 11, 12, 13, 33, 34 and 35.

Hire Houston First:
The proposed award requires compliance with the City's 'Hire Houston First' (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Xylem Dewatering Solutions, Inc., Pump Solutions, Inc., JDC Fluid Equipment, LLC, and Hahn Equipment Co. do not meet the requirements for HHF designation; no HHF firms were within three percent.

Funding for this item is included in the FY2024 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
