Specific Explanation:
The Chief of the Houston Police Department and the Chief Procurement Officer recommend that City Council approve the one-time purchase of one-hundred and eighty-six (186) M500 In-Car Video Systems in the total amount of $2,443,968.00 through the Texas Department of Information Resources (DIR) cooperative purchasing agreement for the Houston Police Department (HPD) utilizing contract number DIR-TSO-4101. It is further requested that authorization be given to issue a purchase order to Motorola Solutions, Inc..
The Houston Police Department is increasing the number of in-car camera systems with the existing patrol fleet. This purchase will allow HPD to add 186 M500 In-Car Video Systems, that include digital evidence management software (DEMS), to streamline the data sharing process throughout investigations. In addition, the M500 video system integrates with the V300 body-worn camera and allows for synchronized recording and playback.
This recommendation is made pursuant to subsection 271.102(c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services."
This matter went before the Public Safety & Homeland Security Committee on 9/21/2023.
