Formal Bids Received July 13, 2023, P07-N32562– Approve an award to Industrial TX. Corp. in an amount not to exceed $129,649.00 to repair the aeration basin concrete at the Almeda Sims Wastewater Treatment Plant for Houston Public Works.
Specific Explanation:
The Director of Houston Public Works (HPW) and the Chief Procurement Officer recommend that City Council approve an award in an amount not to exceed $129,649.00 to repair the aeration basin concrete at the Almeda Sims Wastewater Treatment Plant (WWTP) for Houston Public Works and that authorization be given to issue a purchase order to Industrial TX. Corp.
This purchase consists of repair of the cracking and spalling on the wall of the aeration basin at the Almeda Sims WWTP. The west side of the aeration basin has a crack 1,492 feet long on the exterior walls and up to forty (40) square feet of wall delamination. There is also a deteriorated joint between the influent and the aeration basin of about fifty (50) feet. This problem poses a tripping hazard and a safety challenge to the City of Houston personnel at this facility. Considering that the aeration basin is used to return activated sludge, a primary component of an individual sludge plant, further deterioration and cracking could adversely affect operations, thereby leading to violations. It is necessary that the repairs are done at this facility to ensure safety and prevent further deterioration of these walls.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Sixteen (16) prospective bidders downloaded the solicitation document from the SPD’s e-bidding website and only two (2) bids were received as outlined below:

The proposed award requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston businesses and supports job creation. In this case, Industrial TX. Corp. is a designated HHF company but was the successful awardee without application of the HHF preference.
Pay or Play:
The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, Industrial TX. Corp. has elected to do both, to pay into the Contractor Responsibility Fund and provide health benefits to eligible employees in compliance with City policy.
Fiscal Note:
Funding for this item is included in the FY24 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
