SUBJECT: Accept Work for Sanitary Sewer Rehabilitation by Cured-In-Place Pipe Method (LDS).
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final contract amount of $3,410,036.70 or 0.72% under the original contract amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was part of the Large Diameter Sewer (LDS) Rehabilitation program and was required to renew/replace various deteriorated neighborhood collection systems throughout the City. The project involved sanitary sewer rehabilitation by cured-in-place pipe method. The purpose was to reduce sanitary sewer overflows, which was accomplished by renewal/rehabilitation of deteriorated collection systems.
DESCRIPTION/SCOPE: This project consisted of sanitary sewer rehabilitation by Cured-In-Place Pipe (CIPP) method. The project was awarded to Vortex Lining Systems, LLC (formerly Quadex Lining Systems, LLC) with 730 calendar days allowed for construction and an original contract amount of $3,434,639.17.
LOCATION: The projects are located throughout the City of Houston.
CONTRACT COMPLETION AND COST: The contractor, Vortex Lining Systems, LLC (formerly Quadex Lining Systems, LLC), has completed the work under the subject contract. The project was completed beyond the established completion date with an additional 60 days approved by Change Order No. 1. The final cost of the project, including overrun and underrun of estimated unit price quantities is $3,410,036.70, a decrease of $24,602.47 or 0.72% under the original contract amount. The decreased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 12.94% MBE and 8.72% WBE (21.66% total). The M/WBE goals approved for this project were 15.13% MBE, and 8.76% WBE (23.89% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 8.69% MBE, and 0.23% WBE (8.92% total). The standard for meeting M/WBE participation goals is the demonstration of Good Faith Efforts. The Prime’s M/WBE performance on this project was rated Satisfactory due to Good Faith Efforts for the following reasons: The Prime used the M/WBE firms originally listed for goal credit, and added via deviation, to the fullest extent possible given the work orders issued. A scope of work change mid-project requiring the use of highly specialized technology and an unanticipated short contract duration severely limited the divisible availability of work that could be performed by their subcontractors. For the reasons listed, the Prime’s performance meets the intent and spirit of the City’s MWSBE Program.
