The Chief of Police for the Houston Police Department recommends that City Council approve an ordinance to appropriate $2,680,000.00 from the FY2024 Equipment Acquisition Consolidated Fund (1800). This appropriation is budgeted in the FY2024 Capital Improvement Plan Budget approved by City Council.
Mobile Technology Refresh WBS: X-100050 $1,000,000.00
HPD currently has rugged laptops in police vehicles that are exceeding 11 years old and need replacement to provide reliable equipment to officers in the field.
Body Cameras WBS: X-100052 $800,000.00
Cameras will capture a video recording of critical incidents and encounters with the public, strengthen police accountability, and provide a valuable new type of evidence.
CJIS Compliance Infrastructure WBS: X-100062 $450,000.00
CJIS policy dictates EOL and/or EOS hardware/software must be replaced. HPD has hardware/software systems that reach EOL/EOS yearly.
DR Cloud Infrastructure WBS: X-100060 $380,000.00
HPD will move the on-premises disaster recovery (DR) to Microsoft Cloud based DR solution which will minimize need for HPD to purchase server hardware and support.
Audio Visual Equipment Refresh WBS: X-100066 $50,000.00
This is for audio visual projectors in various conference rooms. Current projectors are 8-10 years old.
It is HPD's intention to work with the Strategic Purchasing Division on any purchases to ensure procurement rules are followed and will either purchase from existing contracts or return to City Council for additional approval.
FISCAL NOTE:
No significant Fiscal Operating impact is anticipated as a result of this project.
