RECOMMENDATION: Approve an Ordinance (i) de-appropriating the sum of $30,000.00 from construction contingency (previously appropriated by Ordinance No. 2021-97) for the construction contract with Housing and Land Development Corporation dba IKLO Construction; and (ii) appropriating the equivalent amount to the professional architectural services contract with Rey de la Reza Architects, Inc. for the project.
SPECIFIC EXPLANATION: On February 10, 2021, by Ordinance No. 2021-97, City Council awarded a construction contract with IKLO Construction, to provide construction services for the Restoration of City Hall Basement and appropriated $4,415,185.00 for the project.
In June of 2023, the City of Houston severed its contractual agreement with IKLO Construction due to lack of manpower, schedule delays and quality of work for the City Hall Basement project. The interruption in construction and the transition to a new contractor added 185 days to the original completion date. Additionally, other unforeseen conditions were identified with the current scope, the existing infrastructure, and the installation of the flood door. As a result of this, additional architectural services were required, and the design fees and project hours increased.
Therefore, the General Services Department recommends that City Council de-appropriate $30,000.00 out the construction contract with IKLO Construction and appropriate an equivalent amount to the professional architectural services contract with Rey de la Reza Architects, Inc. for the additional construction administration and the design fee for additional scope due to unforeseen conditions.

PREVIOUS HISTORY AND PROJECT SCOPE: On May 1, 2019, by Ordinance No. 2019-217, City Council approved a professional architectural services contract with Rey de la Reza Architects, Inc. to perform design and construction phase services for the restoration of the City Hall Basement.
On May 25, 2022, by Ordinance No. 2022-398, City Council approved an additional appropriation of funds to the professional architectural services contract with Rey de la Reza Architects, Inc. to perform additional architectural services at City Hall.
M/WBE INFORMATION: The contract was awarded with a 24% M/WBE goal. To date, Rey de la Reza Architects, Inc., has achieved 31.43% participation.
FISCAL NOTE: No significant Fiscal Operation impact is anticipated as a result of this project.
