RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $3,032,975.70 and acceptance of work on contract with RELIANCE CONSTRUCTION SERVICES, L.P. for Small Diameter Water Lines - 10.66% under the revised contract amount - DISTRICTS B - JACKSON; C - KAMIN; F - THOMAS; G - HUFFMAN and H - CISNEROS

Background:

SUBJECT:  Accept Work for Work Order Contract for Small Diameter Water Lines

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $3,032,975.70 or 10.66% under the revised Contract Amount, accept the Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION:  This project was part of the construction of extensions of waterlines program and was required to meet the capacity needs in various City neighborhoods and also improved water quality by increasing the potable water circulation.

 

DESCRIPTION/SCOPE: This project consisted of the construction of water main extensions throughout the City. This was a work order construction contract for the extension of small diameter water lines in neighborhoods where the systems were inadequate, and these extensions were made on an as-needed basis. Plans and work orders were prepared when these extensions were requested by the Public Utilities Division. Amani Engineering, Inc. designed the project with 730 calendar days allowed for construction. The project was awarded to Reliance Construction Services, L.P. with an original Contract Amount of $3,000,000.00 and an additional appropriation of $394,987.26 for a revised total contract amount of $3,394,987.26.

CONTRACT COMPLETION AND COST: The Contractor, Reliance Construction Services, L.P., has completed the work under the subject Contract. The project was completed within the original Contract time. The final cost of the project, including overrun and underrun of estimated unit price quantities is $3,032,975.70, a decrease of $362,011.56 or 10.66% under the revised Contract Amount. The decreased cost is a result of the difference between planned and measured quantities.

 

M/WSBE PARTICIPATION:  The advertised M/WBE contract goals for this project were 12.00% MBE and 8.00% WBE (20.00% total). The M/WBE goals approved for this contract were 12.00% MBE and 8.00% WBE (20.00% total). According to the Office of Business Opportunity, the actual participation achieved on this contract was 13.08% MBE, 6.89% WBE, and 0.09% SBE (20.06% total). The standard for meeting MWSBE participation goals is the demonstration of Good Faith Efforts. The Contractor's M/W/SBE performance on this contract was rated Satisfactory for the following reasons: The Prime exceeded the MBE goal and was within 1.1% of meeting the WBE goal while leveraging the deviation process to add an SBE to the project for additional goal credit. The Prime also utilized all goal credit subcontractors to the extent possible given the work order issued. For the reasons listed, the contractor's performance met expectations and meets the intent and the spirit of the City's MWBE program.
