SUBJECT: Accept Work for Waterline Rehab and Replacement Project.
RECOMMENDATION: (SUMMARY) Pass a motion to approve the final contract amount of $3,759,617.90, or 3.92% over the original contract amount, accept the Work and authorize final payment.
PROJECT NOTICE/JUSTIFICATION: This project was required to provide for a work order-based repair of water lines up to 20-inches in diameter in the distribution system on an emergency basis throughout the City.
DESCRIPTION/SCOPE: This project consisted of repairs, improvements and/or new installation of main water lines and service lines. The project was awarded to D. L. Elliott Enterprises, Inc. with 730 calendar days allowed for construction with an original contract amount of $3,617,710.35.
LOCATION: The projects are located throughout the City of Houston.
CONTRACT COMPLETION AND COST: The contractor, D. L. Elliott Enterprises Inc., has completed the work under the subject contract. The project was completed beyond the established completion date with an additional 90 days approved by Change Order No. 1. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order No. 1 is $3,759,617.90, an increase of $141,907.55 or 3.92% over the original contract amount. The increased cost is a result of the difference between planned and measured quantities.
M/WSBE PARTICIPATION: The advertised and awarded M/WBE contract goals for this project were 12.00% MBE and 8.00% WBE (20.00% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 21.38% MBE and 18.24 WBE (39.62% total). The standard for meeting M/WBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s MWSBE performance on this project is rated Outstanding for the following reasons: The Prime exceeded the awarded goals on this project and made Good Faith Efforts to utilize all goal credit subcontractors to their full extent. For the reasons listed, the Prime's performance exceeded our expectations and met the intent and the spirit of the City’s MWSBE program.
