The Director of the Fleet Management Department, the Chief of the Houston Fire Department and the Chief Procurement Officer recommend that City Council approve the purchase of one mobile stroke ambulance unit in the total amount of $902,944.80 for the Houston Fire Department and that authorization be given to issue a purchase order to the vendors as shown below.

One CereTom Elite 8-slice small bore computed tomography (CT) scanner in the amount of $408,375.00.
MaxLife Advanced Telemedicine
One MaxLife Advanced Telemedicine unit for pre-hospital, voice and video, diagnosis, and care in the total amount of $54,550.00.
The Chief Procurement Officer issued an emergency purchase order on February 8, 2023, to the vendors shown above for the purchase of one complete mobile stroke ambulance unit. This purchase will add a second mobile stroke unit to HFD’s EMS response operations. It is necessary to have identical units that reduce training time of employees and most importantly allow them to operate on both units, with no uncertainty of familiarization or function during an emergency. In addition, having matching units will reduce maintenance cost by eliminating the acquisition and stocking of parts from multiple manufacturers.
The mobile stroke unit is a fully self-contained mobile response vehicle. The CT scanner is a compact size and portable shape with unique capabilities and requirements to fully operate from inside the ambulance providing real-time imaging. The MaxLife Advanced Telemedicine unit mounts and operates within the limited confines of the selected ambulance working with the CT scanner providing a completely HIPPA compliant platform for physician real-time, face-to-face viewing with nurse and patients. These mobile stroke units are vitally important for fast response to stroke victims greatly increasing the chance of survival.
This recommendation is made pursuant to Chapter 252, Section 252.022 (a) (2) of the Texas Local Government Code for exempted procurements, " which provides a procurement necessary to preserve or protect the public health or safety of the municipality's residents.”
MWBE Participation:
This procurement is exempt from the MWBE subcontracting participation goal because the department is utilizing an emergency purchase order for this purchase.
Hire Houston First:
This procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an emergency purchase order for this purchase.
Fiscal Note:
- No Fiscal Note is required on grant items.
- Funding for this item is included in the FY2024 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies.
