Summary:

ORDINANCE amending Ordinance No. 2022-246, passed and approved on April 12, 2023, consenting to the addition of 37.336 acres of land to MONTGOMERY COUNTY MUNICIPAL UTILITY DISTRICT NO. 24, to correct the attachments to said Ordinance

Background:

Subject: The Petition for the City's consent to the addition of 37.336 acres to Montgomery County Municipal Utility District No. 24 was omitted from the signed ordinance

 

Recommendation: Approve the amend original ordinance to add the Petition for the City's consent to the addition of 37.336 acres to Montgomery County Municipal Utility District No. 24 be approved.

 

Specific Explanation: Montgomery County Municipal Utility District No. 24 (the "District") was created through the TCEQ in 1974, and currently consists of 334.388 acres within Montgomery County. The District is within the exterritorial jurisdiction of the City of Houston (the "City") and has petitioned the City for consent to add 37.336 acres of vacant land, proposed to be developed as single-family residential property, to the District.  The proposed annexation tract is located in the vicinity of Santana Drive, Hickory Drive, and White Oak Creek.  The addition of land to the District does not release it from the City's extraterritorial jurisdiction.

 

The Utility District Review Committee has evaluated the application with respect to wastewater collection and treatment, potable water distribution, storm water distribution, storm water conveyance, and other public services.

 

The District has a wastewater collection system and treatment facility. The annexation tract will be provided with wastewater treatment by the Montgomery County MUD No. 24 Wastewater Treatment Facility.  Potable water is provided by the District.

 

The nearest major drainage facility for Montgomery County Municipal Utility District No. 24 is White Oak creek, which flows into Jacinto River, then flows into the Houston Ship Channel.  White Oak Creek is within the San Jacinto River watershed.  The proposed annexation tract is within the 100-year floodplain (40%) and 500-year floodplain (20%)
