Specific Explanation:
The Director of the Fleet Management Department and the Chief Procurement Officer recommend that City Council approve an ordinance authorizing a first amendment to Contract No. 4600014836 between the City of Houston and RBEX, Inc. dba Apple Towing Co. to extend the contract term from August 28, 2023 to August 28, 2024 for towing for vehicles and equipment for the Fleet Management Department.
The original contract was awarded on May 23, 2018, by Ordinance No. 2018-0424 for a three-year term with two one-year options to renew in the amount not to exceed $3,677,530.00. The contract term was from May 31, 2018 through May 30, 2023. Prior to expiration, the contract was extended for 90 days until August 28, 2023. Expenditures as of July 10, 2023, totaled $2,603,826.05. There is sufficient spending authority remaining in the contract to carry the City through the extended one-year period. The one-year extension is necessary to allow the department to revise its technical specifications and will allow for sufficient time for the Fleet Management Department to have a new contract in place.
The scope of work requires the contractor to furnish all the tools, supplies, fuel, transportation, equipment, labor, training, and supervision necessary to provide light, medium, and heavy-duty towing services. In addition to towing services, the contractor will provide tire changing, battery charging, and starting services. These services will apply to disabled city-owned vehicles or equipment and privately-owned vehicles in police custody being towed to a police storage facility.
M/WBE Participation:
This contract was awarded with a 17% goal for M/WBE Participation. RBEX, Inc. dba Apple Towing Co. is currently achieving 20.04%. The Office of Business Opportunity will continue to evaluate the subcontractor's Good Faith Efforts and monitor this contract for the Prime's MWBE participation.

No additional spending authority is required. Therefore, no Fiscal Note is required as stated in the Financial Policies.
