Summary:

ORDINANCE appropriating $1,663,941.30 out of Water & Sewer System Consolidated Construction Fund and approving and authorizing Professional Engineering Services Contract between City of Houston and KUO & ASSOCIATES, INC for 24-inch water line along West Road from Channel No. P118-30-01 to N IH 45 (East Row); providing funding for CIP Cost Recovery relating to construction of facilities financed by the Water & Sewer System Consolidated Construction Fund - DISTRICTS B - JACKSON and H - CISNEROS

Background:

SUBJECT: Professional Engineering Services Contract between the City and Kuo & Associates, Inc. for 24-inch Water Line along West Road, from Channel No. P118-30-01 to N IH 45 (East Row).

 

RECOMMENDATION:  An ordinance approving a Professional Engineering Services Contract with Kuo & Associates, Inc. for 24-inch Water Line along West Road, from Channel No. P118-30-01 to N IH 45 (East Row) and appropriate funds.

 

 PROJECT NOTICE/JUSTIFICATION: This project is part of the design of transmission and distribution lines to convey treated water.

 

 DESCRIPTION/SCOPE: This project consists of the design of transmission and distribution lines to convey treated water from surface water facilities approximately 6,500 linear feet of 24-inch water line and associated appurtenances.

 

LOCATION: The project area is generally bound by Fallbrook Drive on the north, Northville Street on the south, IH-45 on the east, and Ella Falls Boulevard on the west. 

 

SCOPE OF CONTRACT AND FEE: Under the scope of the Contract, the Consultant will perform Phase I - Preliminary Design, Phase II Final Design, Phase III - Construction Phase Services, and Additional Services. Basic Services Fee for Phase I is based on cost of time and materials with not-to-exceed agreed upon amount. The Basic Services fees for Phase II and Phase III are based on a negotiated lump sum amount. The total Basic Services appropriation is $898,536.00.

 

The Contract also includes certain Additional Services to be paid either as a lump sum or on a reimbursable basis. The total Additional Services appropriation is $686,170.00.

 

The negotiated maximum for Phase I Services is $11,782.00.

 

The total cost of this project is $1,663,941.30 to be appropriated as follows: $1,584,706.00 for Contract services and $79,235.30 for CIP Cost Recovery.

 

PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Consultant provides health benefits to eligible employees in compliance with City policy.

 

M/WBE PARTICIPATION: The standard M/WBE goal set for the project is 24.00%. The Consultant has proposed a 24.03% MWBE plan to meet the goal.
