Summary:

ORDINANCE appropriating $5,799,328.00 out of Airports Improvement Fund as an additional appropriation to Professional Services Contract between City of Houston and HELLMUTH, OBATA & KASSABAUM, INC for Federal Inspection Services Renovation and Expansion Project at George Bush Intercontinental Airport/Houston (Project No. 828); providing funding for Architectural and Engineering Design Services relating to construction of facilities financed by such funds - DISTRICT B - JACKSON

Background:

RECOMMENDATION:

Enact an ordinance appropriating $5,799,328.00 out of the Airports Improvement Fund (8011) for the Professional Services Contract with Hellmuth, Obata & Kassabaum, Inc. (HOK) for the Federal Inspection Services (FIS) Renovation and Expansion Project at George Bush Intercontinental Airport/Houston (IAH) (Project No. 828).

 

SPECIFIC EXPLANATION:

On December 19, 2018, City Council enacted Ordinance 2018-1040, approving and authorizing a Professional Services Contract with Hellmuth, Obata, and Kassabaum, LP (now Hellmuth, Obata & Kassabaum, Inc.) for Architectural and Engineering (A/E) Design Services for the Federal Inspection Services (FIS) Renovation and Expansion Project, and appropriating $33,730,593.00. On September 15, 2020, City Council enacted Ordinance 2020-780, approving Amendment No. 1 and appropriating $5,110,531.00 for the design of a regional detention pond or ponds and the design for two additional parking levels on Terminal C East Parking Garage with adjacent infrastructure at IAH. On December 7, 2021, City Council enacted Ordinance 2021-1046, appropriating $3,052,500.00 for the Checked Baggage Inspection System (CBIS)/Checked Baggage Resolution Area (CBRA) design and engineering associated with the TSA Checkpoint Property Screening System (CPSS). On September 26, 2022, City Council enacted Ordinance 2022-748, appropriating $2,750,432.00 for the design and engineering of: the Terminal D Baggage Handling Sortation System, enhanced traffic mitigation measures, the FIS Facility Roof Repair, and additional Airline Ticket Office (ATO) space.

 

The FIS Renovation and Expansion Project will modernize and expand the existing FIS Facility to allow for future international passenger growth. The existing FIS facility requires building systems renovation and expansion to meet future passenger demand. The Design and Construction of this project will be progressed in phases to allow continuation of existing passenger services while the New International Central Processor (ICP) is being constructed and renovation of the existing facility is occurring. The New ICP will house a state-of-the-art ticketing operation and 17 security screening lanes, one of the largest in the country.

 

The appropriation of $5,799,328.00 now requested will provide the following:

1.  Design and Engineering to support enhanced traffic mitigation measures, differing site conditions, Terminal C Garage Critical Infrastructure repair, and support for other building code required updates including Mechanical, Electrical, and Plumbing (MEP) requirements.

2.   Construction Administration Services in support of: art coordination, signage and wayfinding, new tenant and concessionaire builds/move-ins, and to address differing site conditions found throughout construction.

 

A portion of the spending under this contract may be eligible for reimbursement under either the FAA AIP or PFC programs.

The FIS costs for the agreement are included in the updated overall ITRP budget of $1.43 Billion.

 

MWBE Participation:

The MWBE goal approved for this professional services contract is 30%, and the current participation is 26.87%. The additional appropriation will fund outstanding scopes to be completed by subcontractors including MWBE firms. Per HOK’s revised participation plan, all MWBE scopes have been increased to meet or exceed the approved 30% goal by the end of the contract. The HAS Office of Business Opportunity will continue to monitor this agreement in accordance with its procedures.

 

CIP Fiscal Note:

No significant Fiscal Operating impact is anticipated as a result of this project.
