The Chief Information Officer recommends that City Council approve an ordinance to appropriate $5,485,861.99 from the Contributed Capital Project Fund (4515) for the planned continuation and support of the Houston Permitting Center’s permitting and inspection system (HouPermits) for Houston Information Technology Services on behalf of Houston Public Works. This project is budgeted in the approved FY2024 Capital Improvement Plan adopted by City Council.

This appropriation will allow for the continuation of the multi-year HouPermits Project to replace the Integrated Land Management System (ILMS) permitting and inspections system for the Houston Permitting Center. Professional services are being procured through the existing Enterprise Application Support Services Contract (OA# 4600015374). The permitting and inspection process will be transformed through automation and process standardization using the Infor Public Sector platform through the existing Software License and Support Agreement (OA# 4600014403).
The ILMS has been the primary application used to facilitate the permitting process for over 30 years, which facilitates permit application intake, application processing, permit issuance, licensing, inspections, compliance, and enforcement. The new HouPermits system will be a workflow driven application providing a new customer portal, back-end comprehensive web-application, and mobile application for Field Inspector use. Through this user-friendly system, customers can conveniently complete their permitting applications entirely online, eliminating the need for traditional methods such as emailed forms. This transition to an automated platform empowers customers and the community by saving time and enhancing convenience.
