Summary:

RECOMMENDATION from Director Houston Public Works for approval of final contract amount of $10,440,742.25 and acceptance of work on contract with T CONSTRUCTION, LLC Force Main Renewal and Replacement - Eldridge Parkway, Beechnut, and West Orem - 0.46% under the revised contract amount and under the 5% contingency amount - DISTRICTS F - THOMAS; J - POLLARD and K - CASTEX-TATUM

Background:

SUBJECT: Accept Work for Force Main Renewal and Replacement - Eldridge Parkway, Beechnut, and West Orem.

 

RECOMMENDATION: (SUMMARY) Pass a motion to approve the final Contract Amount of $10,440,742.25 or 0.46% under the original Contract Amount, accept the Work and authorize final payment.

 

PROJECT NOTICE/JUSTIFICATION: This project was part of the City’s Capital Improvement Plan (CIP) for Wastewater Facilities to upgrade its lift station facilities and was required to meet compliance with regulatory requirements. The work performed under this contract was necessary to maintain compliance with Houston`s consent decree with the EPA and the TCEQ.

 

DESCRIPTION/SCOPE: This project consisted of the abandonment of an existing force main and sanitary sewer of the Eldridge Parkway section and the construction of approximately 3,865 linear feet of 24-inch sanitary sewer line by trenchless construction method, approximately 29 linear feet of the 10-inch sanitary sewer by open cut method, and removal of approximately 855 linear feet of existing 12-inch force main within Harris County Flood Control District easements. Beechnut and West Orem sections included the construction of approximately 6,622 linear feet of force main and gravity sewers that included the installation of 122 linear feet of 18-inch gravity sewer, 25 linear feet of 30-inch gravity sewer, approximately 3,890 linear feet of 10-inch force main and approximately 2,585 linear feet of 20-inch force main. The project also included the installation of fittings, air release valves, sanitary sewer manholes, discharge manholes, bypass manholes, and appurtenances completed in place, site and pavement restoration, tree protection, stormwater pollution prevention plan, and traffic control. 5engineering, LLC designed the project with 635 calendar days allowed for construction. The project was awarded to T Construction, LLC with an original Contract Amount of $10,489,070.00.

CONTRACT COMPLETION AND COST: The Contractor, T. Construction LLC., has completed the work under the subject Contract. The project was completed beyond the established completion date with an additional 92 days approved by Change Order Nos 3, 4, and 6. The final cost of the project, including overrun and underrun of estimated unit price quantities and previously approved Change Order Nos 1, 2, and 5 is $10,440,742.25, a decrease of $48,327.75 or 0.46% under the revised Contract Amount and under the 5% contingency amount. The decreased cost is a result of the difference between planned and measured quantities.

 

M/WSBE PARTICIPATION: The advertised M/WBE contract goals for this project were 13.00% MBE and 7.00% WBE (20.00% total). The M/WBE goals approved for this project were 13.00% MBE and 7.00% WBE (20.00% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 12.37% MBE and 8.40% WBE (20.77% total). The standard for meeting M/WBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s M/WBE performance on this project was rated Satisfactory for the following reasons: The Prime came within 1% of meeting the MBE goal and exceeded the WBE goal by 1.40% while utilizing all goal credit subcontractors for this contract to their full extent. For the reasons listed, the Prime's performance met our expectations and meets the intent and the spirit of the City’s MWSBE program.
