E32845 - Approve spending authority in the amount not to exceed $349,914.00 for the purchase of a BearCat Armored Tactical Vehicle from Lenco Industries, Inc. through the Interlocal Agreement for Cooperative Purchasing with the General Services Administration (GSA) for the Fleet Management Department on behalf of Houston Police Department. 

Specific Explanation:

The Director of Fleet Management Department and the Chief Procurement Officer recommend that City Council approve spending authority in the amount not to exceed $349,914.00 for the purchase of a BearCat Armored Tactical Vehicle through the Interlocal Agreement for Cooperative Purchasing with the General Services Administration (GSA) for the Houston Police Department. It is further requested that authorization be given to issue a purchase order to Lenco Industries, Inc.

Fleet Management Department has evaluated the proposed equipment purchase and determined there are not alternative fuel configurations available for this model type. 

This recommendation is made pursuant to subsection 271.102(c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services."

M/WBE Zero Percentage Goal Document approved by the Office of Business Opportunity.

Hire Houston First:

This procurement is exempt from the City's Hire Houston First Ordinance. Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing agreement for this purchase. 

Fiscal Note:

No Fiscal Note is required for grant items.
