ORDINANCE appropriating $196,350.00 out of Dedicated Drainage and Street Renewal Capital Fund-Ad Valorem Tax; approving and authorizing first amendment to Advance Funding Agreement between City of Houston and TEXAS DEPARTMENT OF TRANSPORTATION (Approved by Ordinance 2022-0120) for Bridge Replacement or Rehabilitation Off the State System, Enid Street at Little White Oak Bayou; providing funding for CIP Cost Recovery relating to construction of facilities financed by the Dedicated Drainage and Street Renewal Capital Fund-Ad Valorem Tax - DISTRICT H - CISNEROS

Background:

SUBJECT: First Amendment to the Advance Funding Agreement between the City of Houston (City) and Texas Department of Transportation (TxDOT) for Bridge Replacement or Rehabilitation Off the State System, Enid Street at Little White Oak Bayou.

 

RECOMMENDATION: Approve a First Amendment to the Advance Funding Agreement with Texas Department of Transportation (TxDOT) for Bridge Replacement or Rehabilitation Off the State System, Enid Street at Little White Oak Bayou, and appropriate funds.

 

PROJECT NOTICE/JUSTIFICATION: The Federal Off-System Bridge Program is administered by TxDOT to replace or rehabilitate structurally deficient and functionally obsolete bridges located on public roads and streets not located in the designated state highway system.

 

LOCATION: The project area is generally bound by Sylvester Road on the north, West Cavalcade Street on the south, Interstate Highway 45 on the east and Airline Drive on the west. 

PREVIOUS HISTORY AND SCOPE:  On October 6, 2021, City Council approved the request for a Waiver under Resolution No. 2021-0029.  This resolution request was approved by TxDOT waiving the local match participation. On February 16, 2022, City Council approved the original Advance Funding Agreement under Ordinance No. 2022-0120. The scope of services under the original contract consisted of a replacement or rehabilitation of the bridge located at Enid Street and White Oak Bayou.

 

SCOPE OF THIS AMENDMENT:  This Amendment is necessary due to the City’s request that TxDOT widen the proposed bridge by an additional 10 feet for a bike path on each side of the bridge.  The City will be responsible for a fixed cost of $187,000.00 for the needed widening to accommodate the bike paths.

 

The total requested amount of $196,350.00 is to be appropriated as follows: $187,000.00 for the cost of the project and $9,350.00 for CIP Cost Recovery.

 

FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
