SUBJECT: Interlocal Agreement between the City of Houston (City) and Harris County Flood Control District (HCFCD) for partnership bond funds for Stormwater Action Team (SWAT) Projects
RECOMMENDATION: Adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston (City) and Harris County Flood Control District (HCFCD) for partnership bond funds for Stormwater Action Team (SWAT) projects and accept funds totaling $19,722,500.00.
PROJECT NOTICE/JUSTIFICATION: The SWAT Program performs upgrades and rehabilitation to a variety of stormwater infrastructure with the goal of reducing localized drainage problems throughout the City, improving conveyance of day-to-day storm events, and expanding maintenance capabilities of existing infrastructure. These efforts are in alignment with HCFCD’s mission that seeks to deliver flood damage reduction through a variety of project types that appropriate regard for community and natural values.
SCOPE OF THE AGREEMENT AND FEE: This Interlocal Agreement allows for the advancement of 24 flood improvement projects throughout the City totaling $39,445,000.00; with a 50% partnership contribution from HCFCD in the amount of $19,722,500.00
These projects range from rehabilitation of existing infrastructure to upgrades of infrastructure within specific neighborhoods. Once implemented, these projects have the capacity to greatly reduce flood damages for very specific areas that would otherwise continue to suffer the effects of storm events.
The City will design and construct each project on City property and maintain the project once it is completed.
LOCATION: The projects are located in various locations throughout the City with the exception of District D and F.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
