Summary:

ORDINANCE approving and authorizing submission of an Electronic Application for and acceptance of the OFFICE OF THE GOVERNOR CRIMINAL JUSTICE DIVISION for FY24 Defensive Tactics and Physical Fitness Grant; declaring the City’s eligibility for such Grant; authorizing the Police Chief of the City of Houston Police Department to act as the City’s representative to accept such Grant Funds, and to apply for and accept all subsequent awards, if any, pertaining to the program and to extend the budget period

Background:

 

The Chief of Police for the Houston Police Department (HPD) recommends that City Council approve an ordinance authorizing an electronic application and acceptance of grant funds through the Office of the Governor Criminal Justice Division (CJD) for the FY24 Defensive Tactics & Physical Fitness Grant. The grant period becomes effective October 1, 2023, and ends on September 30, 2024. CJD will provide $$79,073.44 in grant funding. No cash-match or in-kind contribution is required.  

 

The project goal for the FY24 Defensive Tactics & Physical Fitness Grant is to purchase specialized training equipment for more defensive tactics and physical fitness to enhance hands-on training to prepare police officers fit for duty. The equipment will also be utilized for Redman Training, which is an obstacle course built to evaluate a cadet’s application of the skills learned, handcuffing, searching, and de-escalation drills. The grants funds will also be used for supplies and direct operating expenses.

 

The Houston Police Department also requests City Council to authorize the Chief of Police or his designee to act as the City’s representative in the application process with the authority to apply for, accept and expend the grant funds as awarded, and apply for, accept and expend all subsequent awards, if any, to extend the budget period, and to authorize the Mayor to execute all related agreements with the approval of the City Attorney in connection with the grant not to exceed five years.
