Sole Source for S38-N32599 - Approve a Sole Source purchase from Dataminr, Inc. in the total amount of $108,000.00 for access to the First Alert web-based software for Public Safety and Homeland Security on behalf of the Houston Police Department.
SPECIFIC EXPLANATION:
The Director of Public Safety and Homeland Security and the Chief Procurement Officer recommend that City Council approve a sole source purchase from Dataminr, Inc. in the total amount of $108,000.00 for access to the web-based software First Alert, and that authorization be given to issue a purchase order.
The First Alert platform will be used by the Houston Police Department (HPD) and will provide a unique, customizable incident detection and alerting functionality that is easily configurable to support the informational needs of the Houston Police Department (HPD). This web-based software will also allow HPD to enhance situational awareness and provide real-time alerts for criminal, homeland security, and cyber security purposes on all social media platforms.
This recommendation is made pursuant to subsection 252.022(a)(7) of the Texas Local Government Code, which provides that "a procurement of items that are available from only one source" is exempt from the competitive requirements for purchases.

Hire Houston First:
This procurement is exempt from the City’s Hire Houston First ordinance. It does not apply to this procurement, because it involves the use of federal funds and is subject to specific procurement rules of the federal government.
