SUBJECT: Motion establishing a public hearing date to consider changing the boundaries of Reinvestment Zone Number Twenty-Three, City of Houston, Texas (Harrisburg Zone)
RECOMMENDATION:
To establish a public hearing date to consider changing the boundaries of Reinvestment Zone Number Twenty-Three (Harrisburg Zone)
SPECIFIC EXPLANATION:
Pursuant to Texas Tax Code Section 311.007(a), a city may reduce or enlarge the boundaries of an existing reinvestment zone by ordinance, subject to the limitations provided by Texas Tax Code Section 311.006.
The Administration recommends that City Council set a public hearing date for December 14, 2022, to consider: (i) amendment of prior Ordinance No. 2019-997 to clarify the boundaries of Reinvestment Zone Number Twenty-Three (“Harrisburg Zone”); and (ii) the annexation of approximately 17.7 acres of land into Harrisburg Zone for extensive quality of life improvements along Buffalo Bayou and expansion of the Houston Maker Hub located along Navigation.
