SUBJECT: Interlocal Agreement between the City of Houston (City), Harris County (County) and Texas Southern University (University) for Transportation Improvements near the University.
RECOMMENDATION: Adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston (City), Harris County (County), and Texas Southern University (University) for Transportation Improvements near the University and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of an Interlocal Agreement between the City and the County for joint participation projects including roads, bridges, drainage and other facilities approved by City Council on February 28, 2018 under Ordinance No. 2018-0155, (the “Master Road Log Agreement”). The Master Road Log Agreement establishes the general set of protocols for the City and County to cooperate in the financing and re-construction of roads, bridges, streets and storm sewer rehabilitation projects.
DESCRIPTION: The County intends to design and construct improvements as the second phase of the University projects focused on corridor safety and traffic calming, improved METRO stops and service for riders, improved pedestrian circulation, and streetscape beautification around the University area.
LOCATION: The project area consists of Blodgett Street from Ennis Street to Scott Street, Tierwester Street from Blodgett Street to Rosewood Street, Rosewood Street from Tierwester Street to Scott Street, Sampson Street from Cleburne Street to Wheeler Avenue, and Attucks Street from Wheeler Avenue to Rosewood Street.
SCOPE OF THE AGREEMENT AND FEE: The agreement between the City, County, and University entails the following:
1. Blodgett Street – convert a 4-lane divided boulevard to 2 inside travel lanes and 2 outside bike lanes with sidewalks on each side and pedestrian lights.
2. Tierwester Street - convert a 4-lane undivided boulevard to 2 inside travel lanes and 2 outside bike lanes with sidewalks on each side and pedestrian lights.
3. Rosewood Street – reconstruct asphalt pavement with sidewalks and pedestrian lights
4. Sampson Street – mill and overlay existing asphalt road with sidewalks on the west side
5. Attucks Street – replace the existing sidewalk with a 6’ wide sidewalk
The total project cost is $12,404,801.00. The City will be responsible for $377,592.00 under this agreement. Maintenance of the City's right-of-way will be the responsibility of the City once the project is complete.
The total requested amount of $396,471.60 is to be appropriated as follows: $377,592.00 for cost of the project and $18,879.60 for CIP Cost Recovery.
FISCAL NOTE: No significant fiscal operating impact is anticipated as a result of this project.
