The Houston Health Department (HHD) requests City Council approval of an ordinance authorizing and approving this new contract for the continuation of The Texas Department of State Health Services (DSHS) for its Tuberculosis (TB) Prevention and Control/African American Harmony House Project (DSHS Contract No. HHS0011828900001). The total amount of this contract will not exceed $2,483,647.00 which includes DSHS share of $2,097,539.00. The City of Houston (City) will provide an in-kind match contribution of $386,108.00 for personnel salaries. The contract term is September 1, 2022, through August 31, 2023.
The contract is payment in the form of reimbursements to the TB Prevention and Control/African American Project. Employees’ salaries and fringe benefits will compensate for the in-kind match. Funding will provide continued support and expand outreach activities in populations of high occurrence. The outreach activities covered are a) TB prevention and control, b) tracking of reported TB cases, and c) laboratory testing. Other items in this grant include training, travel, supplies, equipment, and indirect costs.
HHD also requests City Council authorize the Mayor to execute all related contracts, agreements, amendments, and documents with the approval as to form of the City Attorney in connection with the grant application and to authorize the Director or his designee to act as the City’s representative with the authority to apply for, accept and expend the grant funds as awarded, and to accept and expend all subsequent supplemental awards, if any, and to extend the term and/or budget and project period not to exceed 5 years.
Specific Explanation:
HHD previously requested City Council approval to receive grant funding through the Texas Department of State Health Services (DSHS) for its Tuberculosis (TB) Prevention and Control/African American Harmony House Project, Contact No. FC76464A dated September 1, 2019 – August 31, 2022, and authorized pursuant to the previous City of Houston Ordinance No. 2020-0141. The performance period in this new agreement is September 1, 2022 – August 31, 2023, with a renewal for up to four additional one-year periods.
Fiscal Notes:
- Funding for this is included in the FY2023 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policy.
- No Fiscal note is required for grant items.
