RECOMMENDATION: De-appropriate funds from the GSD Task Order Contract and Job Order Contract (TOC/JOC) Program and appropriate funds to Star Service, Inc. Heating, Ventilation and Air-Conditioning (HVAC) citywide contract for various City of Houston Departments.
SPECIFIC EXPLANATION: The General Services Department (GSD) utilizes Citywide contracts to perform construction services and projects for its client departments. Funds are allocated as work orders are issued. Various City departments require repairs to existing HVAC systems. Accordingly, GSD recommends that City Council de-appropriate a sum of $2,350,000.00 previously appropriated to the GSD TOC/JOC Program and appropriate said amount combined with FY23 funds of $2,946,000.00 for a total amount of $5,296,000.00 to the existing citywide contract with Star Service, Inc. for the repair of HVAC systems for various City departments.
On August 25, 2021, by Ordinance 2021-711, City Council awarded a three-year contract with two one-year options to Star Service, Inc., in an amount not to exceed $23,146,797.31 for heating, ventilation, and air conditioning services for various departments. To date, $6,668,482.97 has been expended on the contract.
On May 6, 2020, by Ordinance No. 2020-376, City Council authorized the appropriation of $1,447,000.00 out of the Equipment Acquisition Fund - Police for the TOC/JOC Contracting Program for FY20, for HVAC equipment for the Houston Police Department. This requested action will de-appropriate $652,256.30 out of the TOC/JOC Contracting Program for FY20 and appropriate an equivalent amount to the contract with Star Service, Inc. for the project.
On September 16, 2020, by Ordinance No. 2020-781, City Council authorized the appropriation of $833,000.00 out of the Equipment Acquisition Fund - Police for the TOC/JOC Contracting Program for FY21, for HVAC equipment for the Houston Police Department. This requested action will de-appropriate $833,000.00 out of the TOC/JOC Contracting Program for FY21 and appropriate an equivalent amount to the contract with Star Service, Inc. for the project.
On January 5, 2022, by Ordinance No. 2022-16, City Council authorized the appropriation of $279,000.00 out of the Equipment Acquisition Fund – Police and $150,000.00 out of the Equipment Acquisition Fund – Fire for the TOC/JOC Contracting Program for FY22, for HVAC equipment for the Houston Police Department and Houston Fire Department. This requested action will de-appropriate the total amount of $429,000.00 out of the TOC/JOC Contracting Program for FY22 and appropriate an equivalent amount to the contract with Star Service, Inc. for the project.
On June 29, 2022, by Ordinance No. 2022-514, City Council authorized the appropriation of $510,000.00 out of the Equipment Acquisition Fund - Police for the TOC/JOC Contracting Program for FY22, for HVAC equipment for the Houston Police Department. This requested action will de-appropriate $435,743.70 out of the TOC/JOC Contracting Program for FY22 and appropriate an equivalent amount to the contract with Star Service, Inc. for the project.

M/WBE PARTICIPATION: The contract was awarded with an 11.0% M/WBE goal. To date, Star Service, Inc. has achieved 13.2% participation.
FISCAL NOTE: No significant Fiscal Operating impact is anticipated as a result of these projects.
