Under Section 1-13(a) of the City Code of Ordinances, certain City fees are subject to an automatic increase on January 1st of each year by a percentage equal to the percentage increase shown in the most recently available twelve-month regional Consumer Price Index (CPI) for All Urban Consumers for Houston-The Woodlands – Sugar Land. The current-year CPI increase has been calculated to be at 8.14%. In contrast, last year’s CPI increase, which applied to certain City fees on January 1, 2022, was 2.66%.
The Finance Director (“Director”) recommends City Council approve this proposed ordinance to approve a one-time waiver of the requirements in Section 1-13(c) to allow the Director to apply the CPI increase of 2.66% from 2022 for certain City fees on January 1, 2023, as opposed to the calculated CPI increase of 8.14%.
