The Housing and Community Development (HCD) Department recommends Council approval of an Ordinance authorizing a Fourth Amendment to the Contract between the City of Houston and Brentwood Economic Community Development Corp, dba Brentwood Community Foundation (Brentwood), providing an additional $279,337.30 in Housing Opportunity for Persons with AIDS – CARES Act (HOPWA-CV) funds to support the administration and operation of a community residence and an emergency rental assistance program with supportive services to households living with HIV/AIDS.
The additional funding will assist an additional 109 low-moderate income households affected by HIV/AIDS with short-term rent, mortgage, and utility assistance (STRMU), case management, counseling, a substance abuse program and nutritional services.
HCD conducted a Notice of Funding Award (NOFA) for HOPWA contracts for fiscal year 2019 with subsequent renewal periods. The initial contract period was February 1, 2019 through January 31, 2020. The period was extended through subsequent amendments and administrative extensions, the most recent being the Third Amendment, that extended the end of the contract period to June 30, 2023. This Amendment will provide additional funding through June 30, 2023 and does not alter the current contract period.
As of August 2022, Brentwood has expended approximately 33% of funds and achieved 15% of the program’s goal. There were no findings on their annual compliance monitoring.
