Summary:

HOUSTON SPAY NEUTER CLINIC for approval of spending authority for Professional Services of Spay and Neuter for the BARC Shelter Pets - 3 Years - $1,652,400.00 - BARC Special Revenue Fund

Background:

Professional Services (S83-H32535) – Approve a spending authority in an amount not to exceed $1,652,400.00 for professional services of spay and neuter for the  BARC shelter pets from the Houston Spay Neuter Clinic for the Administration and Regulatory Affairs.

 

Specific Explanation:

The Director of the Administration and Regulatory Affairs Department and the Interim Chief Procurement Officer recommend that City Council approve spending authority in an amount not to exceed $1,652,400.00 for professional services for spay and neuter for the BARC shelter pets and that authorization be given to issue purchase orders as necessary for approximately thirty-six (36) months to the Houston Spay Neuter Clinic.

 

Due to limited veterinarians in-house to perform spay and neuter services on a daily basis, BARC is procuring the Houston Spay Neuter Clinic to outsource spay and neuter services due to the influx of shelter animals that are being held at the BARC facility. 

 

City Ordinance requires all pets to be altered before leaving the BARC shelter.  During the  pandemic, the stray animal population in Houston erupted as non-profit foster and rescue organizations could no longer hold fundraising events to support feeding and medical needs.  BARC is working with rescue and foster partners to get spayed/neutered pets out of the shelter as quickly as possible.  Houston Spay Neuter Clinic shall provide labor, materials, equipment, tools, medicine and supervision to perform spay/neuter services on feline and canine animals in accordance with the City’s requirements as part of the City’s spay/neuter initiative.  

 

Houston Spay Neuter Clinic will provide the following services: 

 

  • Dog Spay (All Sizes/reproduction status)  Includes:  Rabies vaccine, Distemper/Parvo Vaccine, microchipping, application of flea prevention.
  • Dog Neuter (All Sizes/reproduction status)  Includes:  Rabies vaccine, Distemper/Parvo Vaccine, microchipping, application of flea prevention.
  • Cat Spay (All Sizes/reproduction status)  Includes:  Rabies vaccine, FVRCP, microchipping, application of flea prevention.
  • Cat Neuter (All Sizes/reproduction status)  Includes:  Rabies vaccine, FVRCP, microchipping, application of flea prevention.

 

Houston Spay Neuter Clinic shall perform a minimum of 40-50 spay/neuter surgeries per week and perform the surgeries, including without limitation, a complete surgical suite, anesthesia, surgical instruments, suture, medications, premedication, induction medication, antibiotics and other equipment as is necessary to safely and effectively complete surgical operations on dogs and cats. BARC personnel will  transport animals to and from Houston Spay Neuter Clinic. 

 

This recommendation is made pursuant to subsection 252.022(a)(4) of the Texas Local Government Code, which provides that " a procurement for personal, professional, or planning services" is exempt from the competitive requirements for purchases.

 

M/WBE Participation:

M/WBE Zero Percentage Goal document approved by the Office of Business of Opportunity.

 

Hire Houston First:

This procurement is exempt form the City's Hire Houston First Ordinance.  Bids/Proposals were not solicited because the department us utilizing a professional services justification by which a direct award purchase was made. 

 

 

 

 

Fiscal Note:

Funding for this item is not included in the FY23 Adopted Budget.  Therefore, a fiscal note is required as stated in the Financial Policies.
