SUBJECT: Interlocal Agreement between the City of Houston (City) and Harris County Flood Control District (District) for the design and construction of three stormwater detention basins.
RECOMMENDATION: Adopt an ordinance approving and authorizing an Interlocal Agreement between the City of Houston (City) and Harris County Flood Control District (District) for the design and construction of three stormwater detention basins.
SPECIFIC EXPLANATION: The proposed agreement would commit the District to provide $7,600,000 for the construction of three stormwater detention basins associated with current Houston Public Works (HPW) Capital Improvement Plan (CIP) projects. The City of Houston acquired three tracts of land, valued at $18.3 million, using CDBG-DR17 grant funds administered by the Housing and Community Development Department to create detention capacity that will support CIP projects in the area. HPW will design the sites using engineering contracts previously authorized by City Council or programmed in the 5-year CIP as described in the table below. The District 's funds will be used to construct the three stormwater basins and will be appropriated as construction contracts are presented to Council for award.

LOCATION: The projects are located along Brays Bayou at 3200 MacGregor Drive, 11810 Chimney Rock, and 9100 Fondren Road.
FISCAL NOTE: No significant Fiscal Operating Impact is anticipated as a result of this project.
