RECOMMENDATION:
Pass a motion to approve the final contract amount of $19,215,395.28, or 0.89% over the original contract amount of $19,045,210.00 and under the 4.75% contingency amount, to accept the work, and to authorize final payment.
SPECIFIC EXPLANATION:
The contractor, Super Excavators, Inc., has completed all the work required under the Contract in the amount of $19,215,395.28 for the airside sanitary sewer improvements and related facilities that serve the George Bush Intercontinental Airport/Houston (IAH) Central Terminal Area.
The work included the installation of a new twenty-four-inch (24”) sanitary sewer line with a forty-two-inch (42”) steel casing on the airside of the IAH Central Terminal Area.
The final Contract amount includes 5 change orders with a net value of $170,185.28. The cost overrun resulted from the Micro-Tunnel Boring Machine (MTBM) becoming stuck while tunneling, through no apparent fault of the contractor. An alternate MTBM had to be acquired to continue the final tunneling work while the incapacitated MTBM was recovered via an additional “rescue” shaft.
During construction, the project was managed and inspected by Houston Airport System (HAS) personnel.
It is now requested that City Council pass a motion to approve the final contract amount of $19,215,395.28, or 0.89% over the original contract amount of $19,045,210.00 and under the 4.75% contingency amount, to accept the work, and to authorize final payment.
M/WBE Participation:
The advertised M/WBE contract goals for this project were 23% MBE and 11% WBE (34% total). The M/W/SBE participation goals approved for this project (via an approved Good Faith Efforts) were 18.37% MBE, 0.77% WBE, and 3.19% SBE (22.33% total). According to the Office of Business Opportunity, the actual participation achieved on this project was 32.36% MBE, 2.47% WBE, and 2.11% SBE (36.94% total). The standard for meeting M/W/SBE participation goals is the demonstration of Good Faith Efforts. The Contractor’s M/W/SBE performance on this project was rated Outstanding. The Contractor’s performance exceeded expectations and meets the intent and the spirit of the City’s M/W/SBE program.
