RECOMMENDATION:
Enact an Ordinance approving and authorizing On-Call Asset Management Services (OCAMS) agreements with Infrastructure Associates, Inc. and Woolpert, Inc. and appropriating $15,000,000.00 from the Airports Renewal and Replacement Fund.
SPECIFIC EXPLANATION:
On November 5 and 12, 2021 a Request for Qualifications (RFQ) for On-Call Asset Management Services (OCAMS) for the Houston Airport System was advertised in the Houston Chronicle. A Statement of Qualifications (SOQ) was received on January 13, 2022 from the following two firms: Infrastructure Associates, Inc. and Woolpert, Inc. Upon completion of the Evaluation Committee’s review of the SOQs based on the established criteria, both firms were recommended for award.
The scope of work requires the contractors to provide asset management services in support of activities and operations for multiple infrastructure systems, assets, and components at Houston Airport System facilities, including George Bush Intercontinental Airport/Houston (IAH), William P. Hobby Airport (HOU), and Ellington Airport (EFD). Work will be assigned via a Letter of Authorization (LOA), and tasks may include condition assessments, commissioning, retro-commissioning, asset inventory, and Enterprise Asset Management System (EAMS) support.
The term of the Contracts is three (3) years with two (2) one-year options and may be cancelled upon 14-days’ written notice.
Pay or Play:
The proposed contract requires compliance with the City’s “Pay or Play” ordinance regarding health benefits for employees of City contractors. In this case, both contractors will exercise the “Play” option.
M/WBE Participation:
The M/WBE advertised goal for this project is 25%.
