The Chief of the Houston Police Department and the Interim Chief Procurement Officer recommend that City Council approve an award to Gary Fritz on its low bid in the amount not to exceed $1,012,500.00 for the purchase of horse dry animal feed (hay) for the Houston Police Department. It is further requested that authorization be given to make purchases, as needed, for a 36-month period with two one-year options. This award will be used by the Houston Police Department’s Special Operation Mounted Patrol Division to feed, nourish, and maintain horses.
This project was advertised in accordance with the requirements of the State of Texas bid laws. Twelve (12) prospective bidders downloaded the solicitation document from SPD’s e-bidding website, and two (2) bids were received.

Due to the disparity between the bids, the Strategic Procurement Division (SPD) buyer contacted the potential supplier to discuss the scope of work for this procurement. During the discussion, Gary Fritz’s representative stated that its bid includes all costs associated with supplying the item requested in the bid specifications. Based on the aforementioned, the Strategic Procurement Division and the department are confident that the recommended company can provide the specified item for the price bid.
