- SUBJECT: Contract Award for FWSD #23 Wastewater Treatment Plant Improvements.
RECOMMENDATION: Award a Construction Contract to Reytec Construction Resources, Inc. for FWSD #23 Wastewater Treatment Plant Improvements and appropriate funds.
PROJECT NOTICE/JUSTIFICATION: This project is part of the City’s on-going program for improvements and expansion to the major wastewater treatment plants, and is required to install gravity sewer lines in order to divert lift station flows.
DESCRIPTION/SCOPE: This project consists of the construction of a 60-inch fiberglass reinforced pipe (FRP) gravity sewer by microtunneling, a 48-inch fiberglass reinforced pipe (FRP) gravity sewer, installation of two polymer concrete manholes, construction of stub-outs for connection to projects by others, one junction structure with associated diversion pipe, and installation of an IPEX vortex unit. The scope also includes abandonment of existing sewers, re-routing of an 8-inch sludge force main, installation of erosion and sediment control devices and site restoration. The Contract duration for this project is 180 calendar days. This project was designed by Parsons Water and Infrastructure, Inc.
LOCATION: The project is located at 8219 Kellett Street, Houston, TX 77028.
BIDS: This project was advertised for bidding on June 16, 2022. Bids were received on June 23, 2022. The five (5) bids are as follows:

Testing Services will be provided by Riner Engineering, Inc. under a previously approved contract.
HIRE HOUSTON FIRST: The proposed contract requires compliance with the City’s ‘Hire Houston First’ (HHF) ordinance that promotes economic opportunity for Houston business and supports job creation. In this case Reytec Construction Resources, Inc. is a designated HHF company, but they were the successful awardee without application of the HHF preference.
PAY OR PLAY PROGRAM: The proposed contract requires compliance with the City’s ‘Pay or Play’ ordinance regarding health benefits for employees of City contractors. In this case, the Contractor has elected to pay into the Contractor Responsibility Fund in compliance with City policy.
M/WSBE PARTICIPATION: The contractor has submitted the following proposed program to satisfy the 13.00% MBE goal and 7.00% WBE goal for this project.
