Summary:

SILSBEE TOYOTA for approval of purchase of Hybrid Toyota Camrys through the Interlocal Purchasing System for the Fleet Management Department on behalf of the Houston Police Department - $904,038.00 - General and Police Consolidated Construction Funds

Background:

S80-E32493.T – Approve the purchase of Hybrid Toyota Camrys from Silsbee Toyota through The Interlocal Purchasing System (TIPS) in the total amount of $940,038.00 for the Fleet Management Department on behalf of the Houston Police Department.

Specific Explanation:

The Director of Fleet Management and the Interim Chief Procurement Officer recommend that City Council approve the purchase of thirty-three (33) Hybrid Toyota Camrys through The Interlocal Purchasing System (TIPS) in the total amount of $940,038.00 for the Houston Police Department and that authorization be given to issue a purchase order to the TIPS contractor Silsbee Toyota. These vehicles will be used by Department personnel to provide services to the citizens throughout the City.  The funding for these vehicles is included in the FY2023 Capital Improvement Plan.

These vehicles in the proposed Hybrid Toyota Camry package have been vetted and approved by the Fleet Management Department.

These sedans will come with a full three-year/36,000-mile bumper-to-bumper warranty.  The life expectancy of these vehicles is seven years or 100,000 miles.  These new vehicles will meet the EPA’s current emission standards for low emission vehicles.  These vehicles will replace existing vehicles that have reached their life expectancy and will be sent to auction for disposal.

 

This recommendation is made pursuant to subsection 271.102(c) of the Texas Local Government Code, which provides that "a local government that purchases goods or services from a cooperative purchasing program or organization satisfies any state law requiring the local government to seek competitive bids for the purchase of the goods or services.”

Hire Houston First:

This procurement is exempt for the City's Hire Houston First Ordinance.  Bids/proposals were not solicited because the department is utilizing an Interlocal or Cooperative Purchasing Agreement for this purchase.

 

Fiscal Note:

  • No significant Fiscal Operating impact is anticipated as a result of this project.

 

  • Funding for this item is included in the FY2023 Adopted Budget. Therefore, no Fiscal Note is required as stated in the Financial Policies
